Echoed. The people at the BBC know that any such scheme can't be perfect.
It just has to be good enough reduce the 'leakage' to a level which doesn't
cause content sellers to demand higher payments (or refuse to sell
content). Whilst not becoming too much of a problem for those accessing
from within the UK because their non-VNP is blocked in error.
