libxml2-2_.dll missing?

It would look like something has changed, then, in a recent release because I’ve been running get_iplayer quite happily out of the Program Files folder.

I can look at reinstalling it elsewhere on the hard drive but I would prefer to understand why it isn’t working now when it has done before.
