Web PVR Manager breaks with "Cannot fork" error

In order to have the PVR download recordings without direct interaction, I
leave the Web PVR Manager running and leave the web page open.
However, periodically, the command line window that is running the Web PVR
Manager will report the following:

Cannot fork at get_iplayer.cgi line 307.
and PVR then stops working.
Is there a fix for this, or should I be using a different method to keep the
PVR running all of the time?
This is version 2.86 running under Windows.
