I think the 4GB limit might be caused by RTMPDump.
I've downloaded the file using RTMPDump directly, without get_iplayer, and it cuts out at 3.99 GiB.
(Using 32-bit Ubuntu-12.04, Ext4 file system)

In the past I've seen bug reports about some versions of RTMPDump 'bailing out' at 4GB. :-(
