Error message opening the windows pvr manager

Hi - I've been using the pvr manager version of get_iplayer for a few years without issue and then a few months ago I got the error message 

"Class not registered" 

for the file location of 

"pvr_manager.url"

I thought it was Windows messing things up as it usually is (and might well be still) but I recently did a clean install of Win8 and have the same problem.

Has anyone come across this and found a fix?
