Cannot get version 2.84 windows installer to work

I have Windows 7 and never had this problem before. When I double
click the "get_iplayer_setup_latest" exe file, I get a warning box
with a heading of:
"C:\Users\Mark\Downloads\get_iplayer_setup_latest.exe" which is where
the file is. It then says: "Windows cannot access the specified
device, path, or file. You may not have the appropriate permissions to
access the item."
What can I do to get get_iplayer to install?
