RD worked for radio downloads overseas because the BBC does not block Radio iPlayer from overseas access.

get_iplayer et al will also work from overseas for the same reason.

Its not a DRM issue. Its not a VPN issue. The Beeb simply does not block radio programmes - yet.

However TV iPlayer is blocked from overseas due to copyright issues. That then is a VPN issue - solved by using ExpatSheld or something like that.

As for get_iplayer being blocked if the Beeb has a fit of pique all they have to do is to make a small change at the server end. That's what they did for Radio Downloader - suddenly RD couldn't locate the files it was looking for.
 
As every old skool programmer knows every 'comma' must be in the right place at the right time; change the 'comma' and the programme crashes (I'm thinking in terms of old skool languages such as Fortran et al).

So it would not be hard for the Beeb to block access to get_iplayer.

And it really is not a good idea to bait the Beeb with raising the profile of get_iplayer. All they have to do is change the proverbial 'comma' and get_iplayer could well find that it can no longer locate the files that it wants - just like happened with RD.
