The Raspberry Pi is apparently going to have Perl support out of the
box (http://www.raspberrypi.org/faqs#comment-132), so I don't see any
reason why it shouldn't work as is.

I have get_iplayer running on my ARM-based server (with stock debian)
quite happily, so the required Perl modules are definitely around in
the debian repositories at least...
