That means the installer couldn't see your previous installation for 
some reason, so perhaps the real problem lay elsewhere.  FWIW, it's 
always OK to do a complete uninstall and re-install (so long as you 
respond "No" to deleting your settings).  As you observed, that should 
refresh the installer configuration file.
