You need to upgrade to latest get_iplayer (v2.82).  The BBC began 
pushing HD content with lower bit rates, so get_iplayer was changed in 
last release to accommodate.  Since you're on windows, grab the latest 
installer from infradead.org.  Upgrade all components during installation.
