My guess is that you were missing libxml-simple-perl because you 
installed the get_iplayer PPA package directly rather than upgrading 
over the Ubuntu/Debian get_iplayer package.  The latter has 
libxml-simple-perl as a dependency while the former does not, though 
libxml-simple-perl may be pulled in as a dependency of numerous other 
packages.
As you saw, libxml-simple-perl isn't absolutely required to download 
single episodes, but rather comes into play when downloading a full 
series or programme archive.
