downloading hd files stalls before complete files are downloaded

It's may not be immediately obvious but what has happened here is that 
the deb doesn't exist at that location, so the request has been 
redirected to the main web page. The result is that you downloaded an 
html file rather than a deb.

Although I use Debian I don't use the package manager for get-iplayer, 
so I can't give you a better answer.
