Radio now aac rather than mp3

All radio is AAC by default; IIRC get_iplayer transcodes to MP3 by default
unless you specify it not to.
I'm a bit concerned by the fact you seem to not be getting the complete
file, or get_iplayer can't tell when the file's finished - it's showing
".partial." in the filenames which denotes an interrupted download and this
may be affecting the transcoding step.
