missing mp4 tags

Indeed it was AtomicParsley missing in path, thanks!

For reference, I'd re-run the windows setup 'package' (just to test for a
friend before he ran it) and I only selected to update get_iplayer, clearing
all other apps (as I already have them). Seems the installer removed the
path entry for AtomicParsley because of this?

Maybe AtomicParsley (which does the tagging of mp4 files) is not
installed or found in the path?
