getting get_iplayer to work

I don't know who else to ask:
I've sent 2 emails to the addresses on the website and no replies
I used to use get_iplayer, no problem
I've downloaded the new version and tried to activate it but it doesn't 
seem to install properly
so it opens as an old MS-Dos window, like the cmd command, but when I type 
get_iplayer xxxx
it doesn't understand anything

I have downloaded the file get_iplayer-2.78.tar - it is just 190kb in  
size, is that right
pls explain exactly how to install/use it
