new user can't start get iPlayer

There isn't a .exe file - it's a perl script called by a .cmd batch file.

You should find it on your start menu which will launch a command
prompt - there is no GUI.

Start -> All Programs -> get_iplayer -> get_iplayer

What exactly did you download? Was it the Windows installer or the
source package?
