koji -c ~/.koji/ppc-config build dist-f13 `make cvsurl`

or use a wrapper script from
https://fedorahosted.org/fedora-packager/ticket/7

if ppc-config doesn't exist then use something like "sed s/foo/ppc/g <
foo-config > ppc-config" in $(HOME)/.koji
