You would need both that, and a user base large enough to warrant adding
it back to primary.  It wasn't demoted due to quality reasons.  The ppc
downloads were only around 1% of the overall iso/yum downloads and it
was decided that the cost of maintaining it was not worth the usage it
was getting.
