[PATCH 07/11] arm: socfpga: agilex5: enable xload for bl33

If SSBL loading is configured, barebox shall prefer the SSBL over the
running FSBL.

This may be surprising, if the FSBL is updated, but since the SSBL is
probably easier to update, preferring the SSBL is probably the more
useful behavior.
