I expect LPAE would only be enabled for hardware that really needs it,
so having a separate mmu_32lpae.c sounds better to me than complicating
the logic inside mmu_32.c.

I can't say for sure without seeing it first though, so I suggest you
just send out what you have and then we can see where we go from there?
