License of target_firmware/wlan/ah_osdep.h

Hi,

There are two open issues on GitHub about the license of 
target_firmware/wlan/ah_osdep.h [1] [2]

Although the license header of this file was changed [3], the new license does 
not have the "with or without modification" of the BSD-style licenses. I 
believe this was a mistake.

Also, the NOTICE.TXT file still has the text of the old license, so this 
should also be changed.
