Add board file for Ntmer TW220, which is a SC8280XP based device.

A WCN6855 module found in a SC8280XP based board.

* origin of the board file (did you create it yourself or where you
  downloaded)

It is from the upstream WCN6855 board file, reusing the one originally
used for LE_X13S, it works well with good RF performance.

* ids to be used with the board file (ATH10K_BD_IE_BOARD_NAME in ath10k)
